What are condo fees and what do they cover?

Condo fees, also called HOA or association dues, are the recurring payments every owner makes to fund the shared costs of running the building. You pay them monthly in most Rhode Island and Massachusetts associations, and they are separate from your mortgage, taxes, and your own unit insurance. The association collects them and uses them to keep the common areas and shared systems running.

What the fee covers depends on the building, but typically it includes master insurance on the structure, maintenance and repair of common areas like roofs, hallways, and grounds, snow removal and landscaping, trash, and the reserve fund that saves for big future repairs. Larger buildings may bundle in water, sewer, elevator service, a gym, or on-site management. Smaller ones, like many triple-decker conversions in Providence and Pawtucket, may cover only insurance, water, and a modest reserve, leaving more to individual owners.

A key point is that fees include a reserve contribution, or they should. Reserves are the association savings account for major work like a new roof or boiler. A low monthly fee can look attractive but sometimes signals underfunded reserves, which means you could face a special assessment, a one-time charge on top of dues, when a big repair lands. In older mill and loft buildings with expensive shared systems, healthy reserves matter even more.

Fees are not fixed forever. Associations vote to raise them as costs rise, and boards can and do adjust them yearly. When you review a building, look at the fee history in the meeting minutes to see whether increases have been gradual and planned or sudden and reactive.

One more thing to remember for budgeting. The condo fee is a real monthly cost that affects how much loan you can carry, so lenders count it in your debt ratio.
