What is the Rhode Island FAIR Plan insurance?

The Rhode Island FAIR Plan is a state-associated insurance program that provides basic property coverage to owners who cannot find it through the regular private market. Think of it as a safety net, or insurer of last resort, most often relevant to coastal or higher-risk homes where standard carriers have declined to write or renew a policy.

Why it exists and who uses it. Along the Rhode Island shore, some insurers limit or decline new coastal policies because of wind and storm exposure. When a buyer or owner gets turned down in the standard market, the FAIR Plan gives them a way to still obtain essential property insurance so they can, for example, satisfy a mortgage lender that requires coverage. It exists so coastal and hard-to-insure properties are not left with no option at all.

What to understand about it. FAIR Plan coverage is generally more BASIC than a full private homeowners policy. It tends to focus on core property perils like fire and wind, and it may offer narrower coverage and different limits than a standard policy, sometimes without the broader liability and contents protection you would get elsewhere. It also does not replace flood insurance, which is still a separate NFIP or private flood policy, and any wind coverage may carry its own hurricane or wind deductible. Pricing and available coverage vary, so you need a real quote.

How it fits your buying decision. If you are looking at a coastal RI home, especially an older or very exposed one, it is worth asking early whether standard carriers will insure it or whether it may need the FAIR Plan. That answer affects both cost and how complete your coverage will be. Ideally you use the FAIR Plan as a fallback, and you or an independent agent still shop the private market, since standard coverage is usually broader.
